Planning for freedom: From human capital to human capabilities

In this article, I build on critiques of the dominant skills orthodoxies that underpin National Skills Planning Systems (NSPS). respond to calls for a broader conceptualisation planning by discussing contribution capability approach brings reconceptualisation role, purpose, and orientation NSPS. Applying as thinking tool building led identification seven dimensions frame an emancipatory planning. My core argument is COVID-19 has laid bare urgent need new approaches are informed different set assumptions, driven indicators, inclusive voices, undertaken through processes, and, importantly, goals. Responding call taking seriously system will require alternative vision not only work, but society whole.
